The United States Census Bureau includes in it’s annual activities the “Survey of Public Employment & Payroll.” The homepage for this dataset is here:

http://www.census.gov/govs/apes/

You can read all about the methodology there.

The survey does not attempt to measure the value of additional benefits such as medical insurance or payments to retirement savings, which vary widely between states.

The following pages were created by downloading the 2014 Local Government Employment & Payroll Data, loading it into Excel, and creating a new column to calculate the average compensation per FTE.(1) Then, I added a second column that ranks each state within each job category using Excel’s =RANK function. In this way, Nevadans can see how they rank in compensating their team of public servants, overall, compared to local governments in other states.
